Following the events of Age of Ultron, the collective governments of the world pass an act designed to regulate all superhuman activity. This polarizes opinion amongst the Avengers, causing two factions to side with Iron Man or Captain America, which causes an epic battle between former allies. (Collider)
They have changed up the premise of The Civil War slightly from the comic book event. Instead of the Registration being about secret identities, it will be a out regulation. The Civil War Comics were about the heroes working for the government so this appears to be in step with the movie.
